If it wasn't for the charm and chops of Brie this movie would be dull as dirt. A for performances. B for sincerity of effort. D+ for some very, very weak comedy. The late great Lynn Shelton she is not.
Leavenworth was all over the place, and it certainly looked like exterior shots of Alderbrook resort as well (and the hallways of the hotel certainly looked like the alderbrook hallways also). So some of it had to be shot in WA state (at least the leavenworth exteriors).

I watched this movie yesterday. There seemed to be plenty of downtown Leavenworth in it.
