In the few instances where there are states with comparatively higher per-student spending, but lower outcomes (e.g. MS, NV, WV), this can be attributed to a number of other factors not directly related to how much is spent: poor curriculum choices, lower certification standards for teachers, along with other systemic issues, have much more of an impact.
